It seems that in Photon is possible to run only Ruby strategies.
Is it True ?

Yes, the 1.5 version of Photon only allows you to run Ruby strategies.

Running Java strategies from inside Photon is available in the commercial release of Marketcetera.

Actually, that is true only if you run the strategies in the embedded engine.
You could connect to a local strategy agent instance and then deploy your java strategies there. That would run the java strategy "under" Photon which is the GUI
