TransactTime contains milliseconds even though MillisecondsInTimeStamp = N

Hi,

My counterparty does not allow milliseconds in timestamps. In my config, i set MillisecondsInTimeStamp = N, which removed the milliseconds from SendingTime, howver TransactTime still has milliseconds, and I'm not sure why.

Can anyone tell me how to remove milliseconds from transacttime.
